EXPIRING: As of December 1st, 2008 we will no longer be accepting the standard Qualification Certificate Application from Temporary Foreign Workers (TFW). Applicants must complete the Temporary Foreign Worker Qualification Certificate Program Application.

The Alberta Temporary Foreign Worker Qualification Certificate Program

The Alberta Temporary Foreign Worker Qualification Certificate Program is used to assess the skills and knowledge of a person who meets the minimum work-experience requirements in the industry-established trade or occupational scope as designated in Alberta.   Individuals accessing the Qualification Certificate Program or their employers are responsible for any supplementary training necessary to become certified.  A successful applicant is granted an Alberta Qualification Certificate under the Alberta Apprenticeship and Industry Training Act

This information is intended for employers seeking to hire foreign workers who are destined for Alberta to work in a designated trade.

For a compulsory certification  trade, the examination process must  be completed  within the 180-day authorization period to maintain the foreign worker's status in Canada.   This process is also recommended for optional certification trades.  Click here for a complete list of optional and compulsory certification trades.

The 180-day period provides employers the opportunity to provide trade refresher programs to foreign workers to become familiar with the trade terminology and to become accustomed to the Alberta work environment before they write Alberta industry exams.  All foreign workers with valid approved applications are eligible to work.  If, for any reason, the application is cancelled or the foreign worker is unsuccessful at the examinations, the foreign worker is no longer eligible to work in the trade in Alberta.

This information is intended for foreign  workers who are seeking to work in Alberta in a designated trade.

Most foreign worker applicants apply from outside Canada for an assessment of their work experience and training in a trade. If the initial assessment meets Alberta's industry standards, written examination(s) and in some cases practical examinations in the trade will be required. In most cases the examination process will take place in Alberta.   In some cases where a worker is part of a group application, an employer may make arrangements for examinations overseas.

Obtaining Certification in Alberta

To work in a compulsory certification trade in Alberta a worker must be certified or obtain certification within a reasonable period of time.  Click here for a complete list of optional and compulsory certification trades.  180 days is considered a reasonable period of time for foreign trained workers to obtain their certification once they have arrived in Canada.  Extensions beyond 180 days may be considered if an employer is able to demonstrate positive steps have been taken towards certification.

For most trades the National Occupational Analysis (NOA) is available.  The NOA provides:

Note the name of the occupation beside the link  -  you are going to an external web site  so slightly different terminology may be used (i.e., Alberta uses the title “Electrician” where the related NOA is known as “Construction Electrician”.

For all trades there is a Textbook and Resource List identifying learning materials commonly used in Alberta training programs. 

For all trades there is a Glossary of Terms.  There may be additional Glossaries in the National Occupational Analysis (NOA).

For some trades there is a ILM Cross Reference document to assist applicants or trainers in assessing the skill and knowledge gaps related to the NOA.  The document cross references the NOA to available Individual Learning Modules (ILMs).
